The Scholarship Committee of the American Municipal Power (AMP) Board of Trustees is callingfor nominations for scholarships awarded in honor of Lyle B. Wright and Richard H. Gorsuch,distinguished leaders in public power history.There are up to five, one-time Lyle B. Wright Scholarship and up to five, one-time Richard H.Gorsuch Scholarship awards of $3,000 each. Catawissa Borough will work closely with high school guidancecounselors when selecting nominees.
Nominations must be submitted to AMP by Catawissa Boroughelectric utility or joint action agency representative on or before Dec. 13, 2022.
RICHARD H. GORSUCH 2023 SCHOLARSHIP PROGRAM
Rules and Eligibility RequirementsThe following provisions will govern the acceptance of a nominee:
- Nominee must be a student whose parent or guardian is an employee of AMP or an AMP
member. If the parent or guardian is an employee of an AMP member, that parent or guardian
must:
a. Work directly for, or provide management or leadership of, the electric utility, electric
utility department, or joint action agency; or
b. Spend at least 30% of their time directly supporting electric utility operations. - Nominee must be a graduating senior who has met all the basic requirements for college or
technical school entrance and has a cumulative, unweighted grade-point average of 3.0 or
better on a 4.0 scale. - Prior to receiving an AMP scholarship check, scholarship recipients must offer proof of
enrollment at an accredited college, university or technical school for the next fall semester or
quarter, unless an extension of time is granted. A time extension will be granted only if “just
cause” is determined. In the event that a student is unable to fulfill his or her enrollment
obligations under this program, the award is forfeited and may be reassigned to another
nominee by the AMP President/CEO. A check for the award will be written jointly to the
recipient and the post-secondary school, or as a circumstance dictates. - Completed nomination forms must be completed by the member electric utility or joint action
agency and must be received on or before Dec. 13, 2022. - A high school transcript, showing the nominee’s cumulative grade-point average on an
unweighted 4.0 scale for six semesters, must be received via email, fax or mail on or before
Dec. 13, 2022. - There shall be no more than one Gorsuch nominee per AMP member.
LYLE B. WRIGHT 2023 SCHOLARSHIP PROGRAM

electricity from an AMP member community. - A student is not eligible if they or a parent or guardian is an employee of AMP or an AMP
member who:

b. Spends at least 30% of their time directly supporting electric utility operations. - Nominee must be a graduating senior who has met all the basic requirements for college
or technical school entrance and has a cumulative, unweighted grade-point average of 3.0

RICHARD H. GORSUCHRichard H. Gorsuch was president of American Municipal Power, Inc. (AMP) from 1983 until hisdeath in 1987. AMP is the nonprofit wholesale power supplier and services provider for 133members, including 132 member municipal electric systems in Indiana, Kentucky, Maryland,Michigan, Ohio, Pennsylvania, Virginia and West Virginia; as well as the Delaware MunicipalElectric Corporation, a joint action agency with eight members headquartered in Smyrna,Delaware. Combined these public utilities serve approximately 650,000 customers.When Gorsuch joined AMP in 1983, the organization had only recently expanded its tradeassociation status to encompass power purchase and transmission services. Under hisleadership, the organization went from 46 to 75 members, increased power sales from $25 millionto $85 million annually, expanded its services to member communities and increased publicpower activity in the legislative process.Perhaps the biggest contribution of Gorsuch’s leadership was his dream that Ohio’s municipalelectric communities could one day be joint owners of an electric generating plant. This dreambecame a reality when the Richard H. Gorsuch Generating Station was dedicated in his memoryon Nov. 16, 1988.Gorsuch also served as chief operating officer of the Ohio Municipal Electric Association (OMEA).The OMEA, which was AMP’s predecessor, now serves as AMP’s legislative liaison. One ofGorsuch’s greatest accomplishments in this capacity was to organize and lead a team to introducejoint action legislation in the Ohio General Assembly. By spearheading this project, Gorsuchprovided substantial guidance to AMP and its community officials in drumming up grassrootssupport for municipal power issues.On the national front, Gorsuch was a member of the American Public Power Association AdvisoryCouncil.
LYLE B. WRIGHTLyle B. Wright was a strong public power advocate on both state and local levels.Wright began his career in public power in 1955 as the business manager of Bowling GreenMunicipal Utilities, eventually becoming the city’s director of utilities. His accomplishments inBowling Green include directing development of a $26 million wastewater treatment facility,working on a multimillion-dollar sewer improvement plan and directing construction of two 1.5-million-gallon water towers.Wright also was active in Ohio’s statewide public power organizations. He served on the boardsof both American Municipal Power, Inc. (AMP) and the Ohio Municipal Electric Association(OMEA). AMP is the nonprofit wholesale power supplier and services provider for 133 members,including 132 member municipal electric systems in Indiana, Kentucky, Maryland, Michigan, Ohio,Pennsylvania, Virginia and West Virginia; as well as the Delaware Municipal Electric Corporation,a joint action agency with eight members headquartered in Smyrna, Delaware. Wright was chairman of AMP’s policy committee and of therate group representing public power communities in the Toledo Edison service area. In 1983, hereceived AMP’s Distinguished Service Award.
