Rep. Robert Leadbeter has publicly addressed Gov. Josh Shapiro's recent budget proposal for the 2025-26 fiscal year during a joint session of the General Assembly. In a statement, he criticized the governor’s plan, highlighting his concerns over rising inflation and increased state spending.

Leadbeter expressed his disapproval, stating, "Gov. Shapiro has turned away from the values that matter most to Pennsylvania families. Inflation is rising, costs are climbing, and the state is spending more than it can afford. We need to focus on fiscal responsibility, just like Pennsylvania families do every day."

According to Leadbeter, the projected increase in spending is 7.5%, while revenue collections are expected to grow by only 2.5%. He noted that the proposed budget stands at $51.47 billion, which he believes might eliminate the state's $2.89 billion surplus by the end of the fiscal year. He also stated that this budget could require tapping into the Rainy Day Fund.

Leadbeter further expressed concerns about potential tax increases, saying, "The result will be higher taxes for Pennsylvania families – something that simply won’t work for our senior citizens on fixed incomes or for the future generations who will bear the burden."

He criticized the governor's approach to spending, arguing, "When we see how the governor is wasting taxpayer dollars, it's clear we’re not being fiscally responsible. We have an obligation to spend wisely and with common sense."

One example of mismanaged spending, according to Leadbeter, is the provision of Medicaid benefits to more than one million able-bodied adults in the state. He emphasized, "It’s not about spending more to waste more – it’s about making responsible choices that prioritize the well-being of the people of the Commonwealth."

The House Appropriations Committee will commence a series of hearings on Tuesday, Feb. 18, to delve into the specifics of the governor's proposal and scrutinize expenditures by state departments and agencies. The Pennsylvania General Assembly, along with the governor, have a deadline of June 30 to conclude the budget process.
