Baker and Culver seek action on rural education funding disparities

In Harrisburg, Pennsylvania, Senators Lisa Baker and Lynda Schlegel Culver have expressed concerns about the funding disparities affecting rural education. They are responding to feedback from school officials and taxpayers who feel that Governor Josh Shapiro’s proposed budget does not adequately address these issues.

The senators have reached out to Acting Pennsylvania Secretary of Education Dr. Carrie Rowe through a letter. In it, they detail the difficulties faced by rural districts due to uneven funding distribution. This situation hampers their ability to hire staff, invest in technology, and improve curriculums necessary for meeting student performance standards.

Senator Baker emphasized the need for equitable opportunities across all communities: “The reality is that many rural districts struggle to keep up as larger, well-funded schools attract veteran educators and invest heavily in resources. We must ensure that students in small communities have the same opportunities for success as those in urban and suburban districts,” she stated. She also mentioned the importance of actionable change and collaboration with Secretary Rowe and other stakeholders.

Both senators pointed out additional challenges such as cyber charter school costs, demographic changes, and economic pressures on rural schools. They urge legislative colleagues, the governor's administration, and stakeholders to prioritize fair funding solutions for immediate relief and long-term sustainability.

Senator Culver added her perspective: “For too long, the focus has been on failing schools needing more money,” she said. She wants attention on rural schools providing quality education but struggling financially due to an unfair funding formula. Culver expressed optimism about finding solutions during upcoming budget discussions with Senator Baker.

To further address these issues, Baker and Culver have invited Dr. Rowe to a Community Conversation on Rural Education Funding Disparities scheduled for April. This event aims to gather educators, administrators, parents, and policymakers for dialogue at Northwest Area School District where efforts are already underway to find solutions.
