Senator Lynda Schlegel Culver, chair of the Senate Education Committee, led a committee meeting on April 20 to discuss several bills impacting Pennsylvania schools, students, and families.

The meeting focused on proposed legislation concerning civic education requirements in schools, property purchase procedures for public schools, student athletics regulations, and oversight of private licensed educational institutions.

Among the bills discussed were Senate Bill 250 and Senate Bill 598, both introduced by Senator Cris Dush. These bills would require all school entities to display the Preamble to the Pennsylvania Constitution and the United States Constitution respectively at each school building entrance. The displays could be plaques or student artwork. According to the committee discussion, these measures are part of ongoing efforts to encourage civic awareness among students as part of PA 250 initiatives.

The committee also reviewed Senate Bill 698 from Senator Jarrett Coleman. This bill proposes that an independent appraiser determine property values when public schools—including charter and cyber charter schools—purchase real estate. Another bill considered was Senate Bill 1293 by Senator Judy Ward, which would establish the Fairness in Women’s Sports Act. Ward also sponsored Senate Bill 1294, which seeks to increase maximum civil penalties for violations involving private licensed schools from $2,500 up to $25,000. The intention behind this change is to strengthen enforcement in response to safety concerns related to unlicensed commercial driver’s license (CDL) training programs.

“As chair of the Senate Education Committee, I want to make sure legislation affecting students, families, and schools receives thoughtful review and discussion,” Culver said. “Today’s meeting covered a range of important issues, and I appreciate the work of the committee as we continue reviewing policies that affect education across Pennsylvania.”
